He holds a Ph.D. from the University of the Sunshine Coast (USC), complemented by a wealth of qualifications including a Graduate Certificate in Applied Statistics from SUT, a Graduate Certificate in Professional Learning from USC, Graduate Diploma Advanced Nursing Practice (ICU) from University of Melbourne, and Advanced Diploma of MICA Studies from Monash University.

Currently serving as an Associate Professor at USC, Dr. Barr has held various leadership roles within the university, including Discipline Leader for Paramedicine and Urgent Care. He has been instrumental in program coordination and curriculum development, contributing significantly to the advancement of paramedicine education.
